Sky sources understand, the 32-year-old will arrive in Washington at around 7pm BST on Thursday and will hold a news conference at the MLS club on Monday.
The former England captain is expected to sign a three-and-a-half year contract with DC United.
Rooney is understood to have secured a visa and work permit and could begin training with his new team-mates by the end of the week.
